ONE:The various triumphs in the direction of liberty of conscience evidence a sense of civil right in the community, which forced itself on the Government, rather than a sense of religion. But religion, too, was in steady growth. The Dissenters had greatly increased during this period, and amongst them the names of some of their ministers had acquired a general reputation. Robert Hall, of Leicester, and afterwards of Bristol, threw a new lustre on the Baptist community. He was the son of a Baptist minister, was at first educated by Dr. Ryland, the learned Baptist pastor of Northampton, and afterwards took his degree of M.A. at King's College, Aberdeen. He commenced his ministerial career in Bristol, and subsequently resided as minister at Leicester for twenty years. On the death of his old tutor, Dr. Ryland, he became the president of the Baptist Academy at Bristol, and pastor of Broadmead Chapel, in that town. Robert Hall was not inferior to any of the clergy of the Establishment in learning or eloquence. He was for eleven years the Baptist minister in Cambridge before removing to Leicester. In Cambridge he succeeded to a man nearly as remarkable, the celebrated Robert Robinson. At this university town he attracted the notice of some of the leading Established clergy and professors, and of the world at large, by his "Vindication of the Freedom of the Press," and his splendid sermon "On Modern Infidelity." Dr. Parr has left a testimony to the merits of Robert Hall in his will, which does honour to his liberality:"Mr. Hall has, like Jeremy Taylor, the eloquence of an orator, the fancy of a poet, the subtlety of a schoolman, the profoundness of a philosopher, and the piety of a saint." To the same body belonged the celebrated author of "Essays on the Formation of Character," John Foster, also of Bristol.

ONE:The corruptionists in Parliament were deaf to eloquence or remonstrance; the base contractors sitting there, and the other vile absorbers of the money voted by the country for the most sacred purposes, for the preservation of the integrity and existence of the empire, sat still in impudent hardihood; but the sound of these stirring words was already out of doors. The City of London voted thanks to the Duke of Richmond and the Earl of Shelburne for their motions, and for their promised resumption of the subject on the 8th of February. A great meeting was called at York to induce that county to prepare a petition for reform in Parliament. Many efforts were made by persuasion and by menace to prevent these freeholders from meeting. But the Marquis of Rockingham and Sir George Savile stood forward, attended the meeting, and encouraged the freeholders. The meeting was held on the 30th of December, and, besides these distinguished men, was attended by peers, gentlemen, clergymenthe richest and noblest in the county. A petition was adopted to the House of Commons in the strongest terms. Before separating, this most important meeting appointed a committee of correspondence, consisting of sixty-one gentlemen, to carry out the objects of the petition, and still further to prepare the plan of a national association for the promotion of the great business of reform. The contagion spread rapidly; in numbers of other counties, and in many of the leading cities, similar petitions were got up, and committees of correspondence formed. The result was that very soon, in the counties of Middlesex, Chester, Hants, Hertford, Sussex, Huntingdon, Surrey, Cumberland, Bedford, Essex, Gloucester, Somerset, Wilts, Dorset, Devon, Norfolk, Berks, Bucks, Nottingham, Kent, Northumberland, Suffolk, Hereford, Cambridge, Derby, Northampton, and the towns of York and Bristol, Cambridge, Nottingham, Newcastle, Reading, and Bridgewater, petitions were prepared, and in most of them corresponding committees organised.
ONE:The subject of Church rates having created much ill-feeling in towns and districts where the Dissenters were most numerous, an attempt was made by the Government to abolish the impost. It was found that the sum which they produced was about 250,000 a year, and it was proposed to obtain that amount by a better management of the estates of bishops, deans, and chapters, by placing them under the control of eleven Commissioners, who should first pay the bishops and dignitaries' salaries out of the proceeds, and devote the rest of the fund thus realised to the objects for which Church rates were levied, namely, the repair of churches and the supply of the necessaries for public worship. But an outcry was raised against this plan as being based upon the principle of Church spoliation. The bishops and clergy resisted strenuously, and the friends of the Church were roused to such an extent that the majority in the House of Commons on the second reading of the Bill was only five. This majority was tantamount to defeat, and therefore the measure was abandoned.
